District 11 General Obligation Bond Measure
The Downtown Partnership endorses the District 11 General Obligation Bond Measure with a strong YES.
At the heart of the measure is a $150 million investment in Palmer High School — a catalytic Downtown asset and an important opportunity identified in the Elevate Downtown Plan. The project would revitalize and modernize this historic institution while improving accessibility, connectivity, mobility, and the surrounding public realm.
Across District 11, the bond would strengthen the educational, athletic, and community facilities serving approximately 20,400 students — an investment in both today’s students and the long-term vitality and competitiveness of Colorado Springs.

Front Range Passenger Rail Ballot Measure
The Downtown Partnership endorses the Front Range Passenger Rail Ballot Measure with a strong YES.
Passenger rail is identified in the Elevate Downtown Plan as a catalytic opportunity that could establish Downtown as a regional transportation hub. A station in the Downtown core would connect Colorado Springs with Denver and other Front Range communities, expand access to jobs, education, entertainment, tourism, and sporting events, and encourage new investment around the station area.
The current plan includes two Colorado Springs stations and an estimated $6.6 million in annual local return for 25 years to improve station access and local connections. It is a long-term investment in mobility, economic competitiveness, and an alternative to relying on I-25 for regional travel.
